On May 23, 2007, the FDA reaffirmed its policy prohibiting blood donations from men who have sex with men (MSM). The policy has been in place since 1992 and is based on the relatively high prevalence of HIV among MSM, the inability of current testing strategies to detect all HIV infections, and the lack of screening questions that can reliably distinguish high-risk MSM from low-risk MSM.
