State and local governments manage funding for HIV services from numerous federal, state, and local agencies. These multiple funding streams make it difficult to estimate total state spending on HIV, as do a variety of other factors, including individuals' changing eligibility for various public programs over the course of their disease, the breadth of care that individuals require (i.e., from a variety of specialists for both HIV and non-HIV conditions), and the technical difficulties associated with calculating HIV-related Medicare and Medicaid costs at the state and local level.
