The AIDS Drug Assistance Program (ADAP) provides antiretroviral drugs to low-income patients who are unable to obtain them through other funding sources. However, ADAP is not the same in every state. Where Medicaid eligibility is broad, ADAP provides not only all AIDS-related medications but also many other drugs in an open formulary. Where Medicaid eligibility is strict, ADAP often works on a first-come, first-served basis, with latecomers placed on waiting lists.
