The National HIV/AIDS Strategy focuses on obtaining high rates of linkage and retention in care with the goal of achieving viral suppression for 80% of persons diagnosed with HIV by the year 2020. Progress toward achieving that goal has been particularly difficult in many southern states. To improve the cascade of care within North Carolina, the state health department developed a team of state bridge counselors (SBCs) to provide brief support for newly diagnosed or out-of-care HIV+ persons, including those with no clinic appointments in the preceding 6 to 9 months and who couldn't be contacted.
